Oh come on, it's 16 in the Netherlands and the death count because of driving with alcohol etc isn't any higher than in other countries. If you decrease it gradually, there will be nearly no problems. Why should you be allowed to have the responsibility to drive when you're 16, but not drink until your 21st?
