Could this be another category or skill? No practice but reading combos fully notated commissioned by a tournament and done "live"? This would also probably be good when considering who to put into tournaments such as pre-rounds because one person could practice a lot and be good at the combo they do, but then not be able to pull other combos off later in the tournament when you would have less time to practice.
One big flaw I can think of for this is the variability of "difficulty" levels for every spinner so different commisions could be "harder" but if there was a basic 1 spin transfer, 7 conic hybrids, 5 reverse, 1 finger pass combo or something that made it standard...
SO how would this work? Every spinner would receive a separate commission in front of the judges, have 5 minutes to practice or look it over, ( all live in front of a panel of judges)
The judges would have the breakdown and POSSIBLY a video of the combo being done. And then after 5 minutes or so the judges would tell the spinner to begin and he would start.
Another possibility is just having authorized observers who would watch and record a stream to make sure he followed this procedure and THEN the recordings could be judged later.

interesting, but i dont think its needed
i'm going to use music as my analogy
say person A and person B can play the violin, both remarkably well
but person A cannot sightread, while person B can
now, if they were to audition for a spot to play solo concerto, they are both equally capable
the only difference is that B can sightread
but sightreading is not necessary when playing solo
hence, auditioning sightreading will be redundant
now, if it was a spot for an orchestra, THEN sightreading would be necessary
the skill is going to be used on a daily basis, and if you can't do it, it'll hinder the orchestra
now going back to pen spinning, notation reading is not a necessary skill for pen spinning
if there was a pen spinning orchestra (which is an interesting idea...) there is no need to quickly read notation
the only use for notation now, is for breakdowns of combos, which is to be read at your own pace
it could be a novelty event, but as a serious competition, i dont think its necessary (under current circumstances) -

It's not sight-reading if you have 5 minutes before hand to practice it! This is more like 'speed learning' of combos.
And it's a lame idea. -
