I was just wondering, what is the process that a potential new trick goes through before it's considered an 'officially recognized' trick?

there's no such thing, you ask others if it's a new trick, then if it is, you get to name it, then when people start using it more and more, its reputation is solidified.

So then what does the naming committee do?

the NC will solve naming issues on existing problems. If a better naming is found, they will suggest its change.

does the NC have to get a permission fromthe creater if they could change the name?

i thought that the nc could only name tricks that are not named by the creater, but mainly just clarify notationing
how how would one notate something is interuppted, has x amount of spin before going into another trick, palm up/down, switch hands
i always thoguht that the nc only dealt with that kind of stuff

if you truly invented a new trick that cannot be explained using current notation, then you have the right to name it. Of course, if you name it something ridiculous which doesn't make sense, then nobody is gonna care about your naming.
