Another problem here. I have webcame from mobile operataor, it should have 30 fps, but i get just 21.6 fps at maximum, 7 frames / sec are dropped
Check that down informations about frames...
I thought that webcam drop frames when the picture is inactive, so i try spin but i get again just something about 21 fps...and i try other resolutions, options, copressions...but frames dropped... -

It might be your computer, post the specs.

you mean computer configuration ?
Sempron 1588Mhz
Radeon 9600 128 mb
768 MB ram
i dont think that the reason is in hardware...

Semprons are kinda weak but webcams shouldn't be too CPU intensive....

easy, you don't have enough lighting + turn off auto exposure.

no, i tried now open window (here sun shine now) + lamp but,.... 21,7 fps...
But i dont know why i cant turn off auto exposure. I can set the value of exposure, but cant turn of auto exposure....
And by the way, what does it mean the outdoor and indoor ? what is better to set ?
